Over NPR 111 Billion Unsettled Amount Under MoF and Its Agencies; Only 32.82% of Foreign Aid Target Achieved

As of the end of Chaitra (March/April) in the current fiscal year 2081/82, the Ministry of Finance (MoF) and its subordinate agencies have accumulated unsettled amounts totaling NPR 111.18 billion, according to the ministry’s performance report.
The Ministry of Finance itself has NPR 530 million in unsettled transactions. A breakdown of the major outstanding amounts includes:
Privatization Unit – NPR 6.17 billion
Office of the Auditor General – NPR 18.6 billion
Inland Revenue Department – NPR 99.57 billion
Customs Department – NPR 9.23 billion
Public Financial Management Training Center – NPR 3.36 billion
Debt Recovery Tribunal – NPR 3,000
Public Expenditure and Financial Accountability Secretariat – NPR 1.32 million
Public Debt Management Office – NPR 1.22 billion
Foreign Aid Falls Short of Target
The government aimed to receive NPR 270 billion in foreign aid in FY 2081/82. However, only NPR 88.62 billion has been received by the end of Chaitra:
Grant Assistance – NPR 14.38 billion
Loan Assistance – NPR 74.24 billion
This represents only 32.82% of the annual foreign aid target, indicating a major shortfall.
In FY 2080/81, revenue collected through royalties was distributed among provincial and local governments.
Provincial Governments received NPR 105.26 billion
Local Governments received NPR 262.53 billion through financial transfers
For FY 2082/83, the federal government has already estimated the revenue sharing amounts and financial equalization grants to be distributed to the provinces and local levels.
