Biography of Dr. Yuba Raj Khatiwada: From Central Banker to National Policy Architect

Dr. Yuba Raj Khatiwada stands as one of the most influential technocrats in Nepal's modern economic history. From steering Nepal Rastra Bank as its governor to shaping fiscal policy as finance minister, and later representing Nepal as its ambassador to the United States, his journey has been one defined by intellect, policy discipline, and national service.

Born in Taplejung in eastern Nepal, Dr. Khatiwada completed his undergraduate and postgraduate studies in Economics and Public Administration from Tribhuvan University. He later earned a Ph.D. in Monetary Economics from the prestigious Delhi School of Economics in India.

His academic grounding shaped a career driven by data, policy frameworks, and fiscal discipline—qualities that would define his approach across institutions.

In 2010, Dr. Khatiwada was appointed the 15th Governor of Nepal Rastra Bank. His five-year tenure was marked by policies aimed at financial inclusion, strengthening monetary policy tools, and enhancing banking supervision.

Under his leadership, NRB undertook major reforms in liquidity management, non-performing loan reduction, and foreign exchange reserve stabilization. He also pushed for increased financial literacy and brought microfinance institutions under stricter regulatory oversight.

Before and after his tenure at the central bank, Dr. Khatiwada served twice as the Vice-Chairman of the National Planning Commission (NPC). His second tenure in 2015–2016 emphasized effective capital expenditure, post-earthquake recovery planning, and alignment with the Sustainable Development Goals (SDGs).

Between 2006 and 2009, he worked as a Senior Economist at the UNDP’s Asia-Pacific Regional Centre, contributing to development strategy design and policy evaluation in multiple developing countries.

In February 2018, under Prime Minister KP Sharma Oli’s administration, Dr. Khatiwada was appointed Minister for Finance. He served until September 2020. His tenure focused on increasing revenue generation, reforming the tax regime, and institutionalizing fiscal discipline.

However, his technocratic style also drew criticism from the private sector. His implementation of new tax policies and corporate levies led to resistance from business groups, who viewed his approach as rigid and unsympathetic to market needs.

In February 2020, Dr. Khatiwada took on additional responsibilities as the Minister for Information and Communication Technology, becoming the official government spokesperson. When his two-year term in the National Assembly ended in March 2020, constitutional requirements forced him to resign from his ministerial role.

Soon after, he was appointed as the Prime Minister’s Chief Economic Advisor, continuing to influence national policy from behind the scenes.

In December 2020, Dr. Khatiwada was appointed as Nepal’s Ambassador to the United States, a position he assumed by presenting his credentials to President Joe Biden in February 2021. His diplomatic tenure was focused on strengthening Nepal–U.S. ties, promoting investment, and securing economic cooperation.

Dr. Khatiwada has been honored with several state awards, including the Suprabal Gorkha Dakshin Bahu (2001), Sukirtimaya Rashtradeep (2013), and Prabala Jan Sewa Shree (2016)—a reflection of his distinguished contribution to national development.

Throughout his career, Dr. Khatiwada has maintained a reputation as a technocrat rather than a political actor. His policy-focused mindset, calm public demeanor, and ability to bridge theory with practice have made him a respected figure among economists, academics, and even political observers.

In an era where partisan loyalty often overshadows merit, his career stands as a model of how policy knowledge and integrity can shape the course of a nation’s economy.
