Kathmandu । The government is preparing a new regulation to manage, regulate, and bring Over-The-Top (OTT) services operating through the internet under official oversight in Nepal. The Ministry of Communication and Information Technology has initiated the process of drafting an OTT regulation that would require OTT platforms to obtain mandatory registration and licenses before operating in the country. The ministry has already presented the preliminary framework of the regulation to Communication Minister Dr. Bikram Timilsina. According to the proposed provision, OTT service providers may need to pay a licensing fee of NPR 10 million, maintain digital storage systems, and obtain compulsory permits if they are distributing content produced by others. Officials say the amended National Broadcasting Regulation 2052 already provides the legal basis for regulating OTT platforms. If implemented, international platforms such as Netflix, Amazon Prime Video, and YouTube Premium, along with domestic services including Net TV, Cinemaghar, DishHome Go, MSM Video, and Kantipur Cinema, will come under Nepal’s regulatory and tax framework. The ministry stated that consultations with stakeholders have already been completed and the regulation is being finalized on a priority basis.
