Biography of Dr. Bishwanath Paudel: A Technocrat Economist at the Helm of Nepal Rastra Bank

Dr. Bishwanath Paudel has been appointed the 18th Governor of Nepal Rastra Bank (NRB), bringing with him a rich blend of academic excellence, international exposure, and domestic policy experience. A known technocrat with a non-political image, Dr. Paudel takes charge at a time when Nepal's financial sector is grappling with rising non-performing loans, sluggish credit growth, and surplus liquidity.
A permanent resident of Chitwan, Dr. Paudel holds a Ph.D. in Agricultural and Resource Economics from the University of California, Berkeley. He began his academic journey with an engineering degree in Computer Science from the China Textile University, Shanghai.
Dr. Paudel has long been involved in Nepal’s academic and policy-making spheres. As a faculty member at Kathmandu University, he earned a reputation as a sharp economic thinker and contributed actively to public discourse on development policy. His work focused on fiscal policy, governance, and strategic planning.
Dr. Paudel’s entry into public administration came in 2021, when he was appointed Vice-Chairperson of the National Planning Commission (NPC) under the Sher Bahadur Deuba-led government. During his 14-month tenure, he led the formulation of the 15th Periodic Plan, advocated for reforms in capital expenditure efficiency, and oversaw pandemic recovery strategies.
Following his NPC term, he contested the 2022 federal election from Chitwan-3 on a Nepali Congress ticket but was narrowly defeated.
Beyond Nepal, Dr. Paudel has served as an economic advisor for the International Labour Organization (ILO) and as a senior economist at the Millennium Challenge Account (MCA) Nepal. He also sat on the board of Sanima Bank from 2012 to 2013 and served as a trustee at Ullen School, further broadening his institutional portfolio.
In 2025, Dr. Paudel was initially part of the high-level recommendation committee for selecting a new NRB Governor. However, he resigned from the post after being considered a potential candidate himself. On May 20, 2025, he was officially appointed as Governor by the Cabinet decision following recommendations from the Finance Ministry.
As Governor, Dr. Paudel inherits a central bank navigating a fragile financial environment. The challenges include maintaining monetary stability, reining in inflation, ensuring effective credit distribution, promoting financial inclusion, and regulating digital banking. His technocratic leadership is expected to bring evidence-based policymaking to the forefront.
Unlike many past appointments that bore overt political leanings, Dr. Paudel’s selection signals a shift toward expertise-driven governance. His calm demeanor, academic insight, and policy know-how have set expectations high among economists and financial analysts.
Whether he can balance political pressures with institutional independence remains to be seen—but one thing is certain: Nepal’s financial future will now be shaped under the watch of a man who speaks the language of data, not dogma.
